  Second try at version 3.13:
  + Efficiency improvement: Create ListBoxes for special slots controls only if MouseWheel events are wanted; otherwise use standard Controls.
  + Fixed special slot highlighting updates.
  + Bug fix: "Target Power > x" didn't work and caused an error message.
